In this letter, Sir Sultan Mohamed Shah, Aga Khan III talked about how the regulations under the Indian Councils Act were not ideal, but the Muslims would respect and accept them.
He also talked about how the representation of the land owners was a complicated affair, as the seats were not equally divided, and that perhaps Indians will be united into one nationality.
