You have to give the council somosa's and bhajas at their meetings to get it one as follows.

1. First meeting to accept the request proposal
2. Second meeting to read the proposal
3. Third Meeting to discuss the proposal
4. Fourth meeting to debate it
5. Fifth meeting to vote on it
6. Sixth meeting to have proposals to find suitable chairs - i.e. RFP (the cycle loops back for for the chairs).
