It’s a year since Muzaffar Davlatmirov, a respected religious leader in the Gorno-Badakhshan region in Tajikistan, witnessed Tajik state forces brutalise his community as part of a long-running attempt to suppress the area’s religion, culture and anti-government protests.

Now, the 59-year-old Ismaili khalifa (cleric) from the regional capital, Khorog, is in prison, as are hundreds of other locals.

On 3 August, days after the secret police arrested him, Badakhshan Regional Court jailed Muzaffar Davlatmirov, a respected 58-year-old Ismaili religious leader, for 5 years for alleged "public calls for extremist activity". "Davlatmirov is not an extremist, and did not call for 'extremist' activity," a local person who knows him told Forum 18. His relatives and friends do not know where he is serving his sentence. The regime has closed all Ismaili prayer houses in the region and the Ismaili Education Centre in Khorugh.

DUSHANBE — The Aga Khan Foundation (AKF) and United States Agency for International Development (USAID), through the joint Thrive Tajikistan: Partnership for Socio-Economic Development program, officially opened a new drinking water supply system and school latrine in Farkhor district of Khatlon province. The drinking water system will provide clean, reliable water to almost 450 households (over 3,000 people), and the new school latrine will provide access to improved sanitation to more than 600 schoolchildren and teachers, the U.S. Embassy in Tajikistan reported.

On Thursday November 7, Tajik President Emomali Rahmon met in Pars with His Highness the Aga Khan, Imam (Spiritual Leader) of the Shia Ismaili Muslims and founder and Chairman of the Aga Khan Development Network (AKDN).

In the course of the talks, they discussed issues related to state and prospects of further expansion of cooperation between Tajikistan and the Aga Khan Development Network, according t the Tajik president’s official website.

Eastern Tajikistan’s Gorno-Badakhshan Autonomous Region—comprising more than half of the historical mountainous region of Badakhshan, which it shares with northern Afghanistan—is one of the most isolated, impoverished and unsettled places in Central Asia. Gorno-Badakhshan was a center of resistance to Dushanbe during the civil war in the 1990s, and the central government has since worked hard to try to bring it to heel, alternating threats of a military crackdown with expanded economic assistance (see EDM, October 18, 2018; Ozodandishon, October 23, 2018).

The Ismaili of Central Asia

The Ismailis are one of the largest Muslim minority populations of Central Asia, and they make up the second largest Shiʿi Muslim community globally. First emerging in the second half of the 8th century, the Ismaili missionary movement spread into many areas of the Islamic world in the 10th century, under the leadership of the Ismaili Fatimids caliphs in Egypt. The movement achieved astounding success in Central Asia in the 10th century, when many of the political and cultural elites of the region were converted.
